Dr. Harri Emari is a strategic leader in construction program management, quality assurance, and digital transformation, currently serving as Director of Performance and Construction Program Management at United ECM, a firm founded by a Jordanian Professional Engineer and committed to expanding into the Middle East market. Leveraging over 25 years of experience in civil engineering, facility management, and large-scale infrastructure delivery, he leads initiatives that integrate innovative methodologies with strategic partnerships to advance projects in the U.S. and the Middle East.
With United ECM’s vision of expanding into the KSA Saudi Arabia rail industry, Dr. Emari collaborates with engineering and construction firms to transfer cutting-edge practices such as the Quality Project Management Office (QPMO) and Construction Quality Management 4.0, ensuring operational excellence, compliance, and stakeholder value.
Born in Kuwait and raised in Michigan, Dr. Emari is deeply connected to the Arab American community, blending cultural understanding with technical expertise to strengthen cross-border collaborations. He has served for over a decade in volunteer leadership with the Project Management Institute—most recently in government and construction outreach for the PMI Silicon Valley Chapter, and previously as Director of Corporate Outreach for the PMI Great Lakes Chapter—helping professionals connect, grow, and give back.
Passionate about community outreach and investing in the next generation, Dr. Emari has served as Adjunct Faculty and Instructor at Wayne State University, Lawrence Technological University, and Stanford University. He is especially proud of designing and delivering a Mini MBA (CMBA) course for engineering students at Wayne State University, preparing students for leadership roles based on his Doctorate in Business Strategic Management and business development expertise in the construction industry.
